Foreign Citizen Registration

Attention! Every time a foreign citizen arrives in Russia—even if they left for only one day—they must submit documents to the International Office. Upon arrival in Blagoveshchensk and moving into the dormitory, the foreign citizen must, within three working days (excluding weekends and holidays), submit to the International Office (Office 214a) the following package:

  • Passport
  • Immigration card
  • Proof of payment for registration (bank app screenshot is acceptable)

For minors, additionally:

  • Passport
  • Migration card
  • Receipt for registration fee payment
  • Copy of either parent’s passport
  • Copy of the translation of the birth certificate
  • Translation of the parent’s passport (this service can be provided by the International Office)

Foreign citizens first applying to BSPU for immigration registration, or those who have received a new identity document (passport), must also provide two matte 3×4 cm photos, pay the visa‐prolongation fee if needed, and undergo registration again, since obtaining a new visa requires a new registration.

If you live off campus (hotel, hostel, rented or leased apartment, living with relatives, etc.), the host institution or individual handles the migration registration. After registration at your actual place of residence, you must provide BSPU the documents confirming this fact: a copy of the arrival notification receipt.

If a foreign citizen holds a temporary residence permit, the student must present their passport to the International Office for record‐keeping.

BSPU is not responsible for the immigration registration of persons who are not classified as foreign citizens or stateless persons arriving in Russia for the purpose of admission to or study at BSPU.
